School bullying program sparks heated debate | AJN

A LEADING Australian rabbi has come under fire for attacking programs that aim to prevent gay children being bullied at school.

Writing in the journal of the Australian Family Association, Rabbi Dr Shimon Cowen, convenor of the Institute for Judaism and Civilisation, claimed, “Our society and societies around the world are in the grip of a major social struggle over whether society will accept and teach homosexual behaviour as normative.”

While stating, “it is totally and unmistakably clear that the bullying of a child on any grounds is reprehensible and must be stopped,” Rabbi Cowen added, “this must be radically separated from the moral agenda of the homosexual ‘anti-bullying’ program for schools,” which he claimed “is seeking to legitimate homosexual behaviour in the earliest stages of child education”.

Referring to the Safe Schools Coalition Victoria (SSCV), which is funded by the Department of Education and trains teachers in combating bullying of students for their sexual orientation, he said, “It requires schools to teach (‘celebrate’) the acceptability of homosexual behaviour as a norm. By so doing, it flies in the face of over 3000 years of religious and cultural tradition since Sinai. In terms of the world religions and world civilisation, it is teaching something which is a moral wrong and fundamentally unethical.”

In a further criticism of the program, he said it encouraged students “to lock themselves into a sexual identity in early or pre-adolescence”.

Rabbi Cowen’s attack on SSCV made headlines in Melbourne commuter newspaper mx, drawing criticism from SSCV coordinator Roz Ward, who described his views as “offensive”.’

Fellow academics at Monash University also weighed in, with Monash Education Faculty Members Against Homophobia penning a letter in which they called the views “uninformed” and “profoundly damaging”.

Meanwhile, writing in this week’s AJN, Rabbi Fred Morgan said Rabbi Cowen failed to realise that such programs “do not seek to lay down how people should behave.they are about reality – how people are in fact.”

The Executive Council of Australian Jewry distanced itself from Rabbi Cowen’s views, stating it “welcomes any government program designed to counteract bullying that has the support of victims and educators”. It described Rabbi Cowen as “highly respected in our community”, adding “that does not mean that his views on any subject are representative”.

Organisation of Rabbis of Australasia president Rabbi Moshe Gutnick, however, defended Rabbi Cowen’s view of the program. “While bullying in any form is abhorrent , including the bullying of someone because of their sexual orientation, the solution is not to ‘celebrate’ an orientation that is against Torah teaching.

“In the absurd, would one expect of an Orthodox school, where perhaps someone was being bullied for not observing the laws of kashrut, to combat that bullying by‘celebrating’ the eating of non-kosher food?”

He stressed that the Orthodox viewpoint was not homophobic. While “there is no doubt that the Torah forbids male homosexual acts,” he said those who may choose to engage in a prohibited act “must always be made to feel welcome and they must never be made to feel that they lose their Jewish identity or ability to worship as Jews”.

Dr Jonathan Barnett,convenor of Keshet, a group which plans to provide training for teachers in Jewish schools in protecting gay adolescents from bullying, said of Rabbbi Cowen’s views:“it may be one way of interpreting Torah, although I don’t think it’s the correct way, [but] I’m worried about today’s children. Do we turn our backs on them? I don’t think Rabbi Cowen means to turn our backs on them either, but it’s an issue of how we help the kids.”

Stressing that “I’m a thousand per cent behind stopping bullying of homosexual children,” and insisting “I am absolutely not homophobic,” Rabbi Cowen told The AJN this week,“our tradition teaches us that every person possesses a soul made in the image of God, and we must have respect for persons for that reason alone.”

He added, “I most certainly do think that bullying of all children, including homosexually inclined children should be tackled in schools. The way this should be done is in ways taught by experts in the area of bullying such as Evelyn Field. She teaches the bullied child methods of ‘bully blocking’and taking the wind ‘out of the bully’s sails’, which works for all pretexts of bullying. If, in conjunction with this, some reinforcing ethic is to be taught which is universally acceptable, it would be that every human deserves respect as possessing a special potential.”

Anti-bullying programs for gay teens
have been criticised by a Jewish leader
who says they are ‘‘unethical’’ and may
‘‘encourage homosexuality’’.

Rabbi Dr Shimon Cowen’s comments
have been slammed by gay and lesbian
lobby groups, which have labelled them
‘‘damaging’’ and ‘‘irresponsible’’.

Cowen, a Monash University academic
and the son of former governor general
the late Sir Zelman Cowen, has
hit out at Safe Schools Coalition Victoria’s
program supporting gender
and sexual diversity in schools.

He said it was ‘‘using bullying as a
pretext to teach all school children that
homosexual conduct is equally normative
with heterosexual conduct’’.

‘‘This program could in fact cultivate
and encourage homosexuality amongst
many children who would ordinarily
grow into heterosexual lifestyles.

‘‘The bullying of homosexually inclined
children should be stopped
and it should be stopped by a process
which eliminates all kinds of bullying.

‘‘What the program wants to do is
tackle bullying by celebrating homosexuality
as one form of legitimate human
expression. To eliminate bullying
does not require that.

‘‘Let’s say a child was being bullied
because the child was fat, you don’t
have to celebrate obesity.’’

Cowen said he had ‘‘nothing against
people with homosexual inclinations’’
and wanted ‘‘a full parliamentary debate’’
into programs in schools.

But Safe Schools Coalition Victoria
co-ordinator Roz Ward said the comments
were ‘‘offensive’’.

‘‘The program has been widely well
received and is having an impact in
schools to reduce bullying and I just
think these kinds of comments are
unfounded,’’ Ward said.

‘‘It sounds like something you might
have heard in the 1950s.’’

Micah Scott, general manager of youth
gay and lesbian support centre Minus
18, said the view was ‘‘damaging’’.

‘‘Same-sex attracted young people
are . . . already a vulnerable group due
to homophobia,’’ Scott, 23, said.

It comes as Kath & Kim actor Magda
Szubanski, who publicly came out yesterday,
admitted she was suicidal as a
teenager.

‘‘I know how those kids feel, believe
me, I know how those kids feel,’’
Szubanski told 3AW today.

Sometimes I wonder whether I’m coming on a bit too strong. I consider whether all the sturm und drang I create over bullying and religion in schools is all a bit too much. Maybe I’m seeing menaces and creeps where there’s really nothing at all.

Then I come across something like ‘The homosexual “anti-bullying” program for schools: an unconscionable strategem.’, as published in the Australian Family Association‘s journal.

It’s a journal article that directly tackles efforts within Australian schools – Victorian schools, specifically – to stamp out, amongst other kinds, bullying based on sexuality. It seeks to reveal it as ‘unethical’, ‘unconstitutional’, ‘professionally fraudulent’ and ‘scientifically spurious’.

Of course,  as the author notes, ‘it is totally and unmistakeably clear that the bullying of a child on any grounds is reprehensible and must be stopped‘, yet he insists that this notion must be uncoupled from what he considers the ‘unconscionable’ practice of informing kids that it’s okay to accept themselves and each other, regardless of sexuality.

He commences the main body of the paper with a rather odd digression into homophobia, and how poor oppressed bigots are now the ones being marginalized and diagnosed with a disorder.

He then spends a number of paragraphs discussing the Abrahamic faith’s notion of the soul, how it is thought to resemble God and how the sexual acts of adultery, incest, bestiality and homosexuality tarnish it.

He states that while each of these acts have phenomena that drive people to do them, they do not constitute a ‘moral permission’. Just because the Encyclopaedia Brittanica back in the 1960s stated that many American farm boys had sexual relations with an animal, he argues, it doesn’t mean that bestiality is something to be encouraged.

Thus, his logic runs, while many people have homosexual urges, we should not encourage people to give in to them.

He cites Genesis 2:24 as his prime piece of evidence, his coup de grace – that God’s final ruling on the issue of sexuality was that man should, ‘…leave his mother and father and cleave to his wife and become one flesh‘.

Our correspondent then attempts to argue that programs like the Safe Schools Coalition are unconstitutional. He states that any attempt to curb anti-gay bullying constitutes,’…a contradiction to the constitutional doctrine of this country.‘.

He takes separation of Church and State contained within our Constitution, and uses it to argue that any attempt to prevent religious persecution on  the grounds of sexuality to be a suppression of religious liberties.

Perhaps the most problematic, hateful and vile part of the article is when the author addresses what he calls the ‘professional & psychological impropriety‘ of the program.

He discusses the work of Evelyn Field, an expert on bullying whose philosophy on dealing with incidents of bullying is to ignore the issue at stake – obesity is an example he cites.

He then tries to uncouple the grounds for bullying from the emotions and morality behind it. Bullying itself, he believes is reprehensible. The emotions and beliefs behind it are not. In the author’s words, ‘The taunting and the bullying would be wrong. The grounds might have a moral content. Our civilization of thousands of years does not regard homosexual practice as normative, but as a moral wrong‘.

Our author believes that instead of helping children overcome bullying, GLBT antibullying projects can actually backfire. Here’s some gems that give an overview of his argument.

  • By calling on children to identify themselves sexually at young age (to lock themselves into a sexual identity in early or pre-adolescence), they seize upon an as yet fluid and unformed sexual identity.’
  • ‘The active acculturation of children – in an extremely fluid stage of their personal identity – into homosexuality is a profoundly disreputable professional practice.’
  • ‘The effect of this program is to cultivate homosexuality within a wide range of children who in the course of time and with the support of traditional values, could readily emerge from identity-uncertainty into traditional heterosexual roles.’
  • ‘The present program, working upon the fluid sexual identity of children, can only be to cultivate and extend homosexual conduct amongst many children who would otherwise be socialized into normal heterosexual conduct.’

Quite simply the author believes that these programmings are brainwashing kids gay

The author finishes his piece by stating that it is not the role of schools to try to interfere in the treatment of children with an illness. Homosexuality, you see, he believes is an illness.

He does this, in part, by citing the findings of the widely-discredited NARTH organization and essentially argues that rather than telling kids it’s okay to embrace who they are and how they feel, we should rather be trying to ‘cure’ them.

So, who is this author? A member of a fringe group? Someone involved in an extremist organization?

No, it’s Rabbi Dr Shimon Cowen, of the Centre for Judaism and Civilization at Monash University. He’s the patron of the Australian Family Association, along with people like Margaret Court. He’s also the son of former Governor-General, Sir Zelman Cowen.

This organization is a powerful lobby group with the ear of government and the ability to make itself heard. It is a group that involves itself in the business of state, actively shaping policy.

It’s a group, yet again trying to force the most harmful aspects of religion into our state schools.

The Safe Schools Coalition that Dr Cowen so vehemently rails against is a world-class, world-reknowned experiment, a collection of schools actively and productively tackling homophobia. Kids aren’t being indoctrinated by ‘Big Gay’, they’re merely learning that it’s not cool to give someone a hard time based on who they love.

If you, like me, find it very troubling that people like Rabbi Dr Cowen are attempting to dismantle groups such as the Safe Schools Coalition, I encourage you to write to the Premier and let him know that this kind of rhetoric isn’t welcome when it comes to shaping educational policy.
